Council approves payments, gets updates on projects

Payments for work done on the new City Hall and Parks & Rec Maintenance building were approved and updates on their progress were among the items on the agenda when the Wayne City Council met on Tuesday.

Keith Moje with Otte Construction Company, LLC. spoke to the council on both of these projects.

He told the council that his firm is waiting on three electronic door knobs at City Hall and is completing the punch list of items left to be dealt with. He said plans call for the Wayne Police Department to start moving into the building the week of June 23.

Council approved a payment of $235,883.00 for work completed on this project.

Moje also spoke on the work completed at the Parks & Rec Maintenance building and said there are three items left to be completed. He said there has been a water leak detected that needs to be resolved. In addition, the State Fire Marshall needs to complete a report on the building.

City staff has already begun moving some equipment into the new building.

A payment of $113,231.00 to Otte Construction Company, LLC was approved for this project.

Council members approved a resolution accepting a bid and awarding a contract to Robert Woehler & Sons for the Wayne Prairie Park - Phase 4 East Ditch Storm Sewer Project.

Seven bids were received for the project with the bid from Woehler & Sons for $177,470.44 being the lowest.

The engineer's estimate for the project was $360,000, based on prices from the last project.

It is estimated that documents will be signed in the next month with work scheduled to be completed by Oct. 1, 2025.

Council members questioned where there would be issues with "unsuitable soil" that would results in change orders and increased costs.

Staff with Olsson, the engineering firm for the project, told the council that they would come to the city if there is a need to remove and add more soil than is currently anticipated.

The first payment to Sargent Drilling for the Well House and Municipal Well 2025-1 Project was approved.

This payment of $38,976.60 is for drilling the test well.

Keith Moje also talked to the council on this project, noting that Sargent Drilling is drilling the well and Otte Construction is constructing the well house. He said this construction will begin in early July.

Council members approved an ordinance that will amend the city's schedule of fees. It will now include a charge for dumping loads of raw sewage into the city's sewer plant.

The action comes at a request from S2 which is starting up a service of renting port-a-potties andwould like a  place to dump.

Council members debated having a fee of $.10 per gallon with a $50 minimum for this service or having a flat fee no matter how many gallons are on a truck.

The proposed fees would be higher than those charged by the city of Norfolk, but Council member Matt Eischied said "this is a convenience for them and  they will have to pay more."

Council members agreed to adding this service to the list of fees at the $.10/gallon with a $50 minimum fee and adding that the dumping needed to occur during regular business hours.

In other action, third and final reading approval was given to an ordinance that will change the regular meeting dates for the council meetings.

The Wayne City Council will next meet in regular session on Tuesday, June 17. This will be the final Tuesday meeting for the council as the following meeting will be held Monday, July 7 at 5:30 p.m.
