Short agenda greets commissioners for final meeting of 2022

The majority of Tuesday's meeting of the Wayne County Commissioners involved information provided by Road Superintendent Mark Casey.

Casey told the commissioners that the county has been approved for a scrap tire grant in the amount of $44,264 for up to 300 tons of scrap tires. The tentative dates for the tire collection event are Aug. 18 and 19, 2023.

Casey also presented a draft of a road use agreement with Summit Carbon Solutions.

He said there was some language in the document that did not include specific roads that will be part of the pipeline route through Wayne County.

The county plans to edit the document, which is based on a similar agreement used during the Haystack Wind Energy project, and send it back to Summit Carbon Solutions officials.

Utility permits for a project to be undertaken by American Broadband/Fastwyre were discussed.

The project involves 78 miles of road in the Carroll area and is scheduled to begin in the spring of 2023.

Commissioner Dean Burbach explained what the project entails and Road Superintendent Casey shared information on what the county has required in the past on similar projects.

The county has not yet received a formal application for the project.

The possibility of a house moving through Wayne County was also brought forth by Casey.

He told the commissioners he has been contacted by DNC Movers about a housing moving from Northeast Community College in Norfolk through Wayne County and into Thurston County.

Commissioners discussed possible routes for the house to travel over south of Winside, but no definite plans have been made or submitted at this point. 

In other action, the commissioners approved the Tax Credit Purchase Agreement of Historic Preservation Tax Credits by McCarthy Capital.

The item involves money earned by the county from the renovation of the courthouse. Because the county does not pay taxes, the tax credits were not able to be used for the project. Instead, the county was able to sell the $639,980.00 in tax credits for $0.92 per $1.00 of tax credits. This would amount to $588,781.60.

The Wayne County Board of Commissioners will next meet in regular session on Tuesday, Jan. 3 at 9 a.m. in the Wayne County Courthouse.
