Council approves several purchases, sale of land

The purchase of a truck for the sewer department, a street sweeper and a skid steer loader for the street department and authorizing Keno funds to be used for the updating to two 'Welcome to Wayne' signs were among the items approved during Tuesday's meeting of the Wayne City Council.

A 2026 Ford Super Duty F-550 DRW XL Regular Cab Truck will be purchased from Sid Dillon Fleet & Commercial for $73,830.

Water/Waste Water Superintendent Casey Junck told the council this vehicle will fit the department's needs better than the vehicle they are currently using. That vehicle will go back to being used by the Street Department.

Approval was given for the purchase of a replacement street sweeper through the Sourcewell Cooperative Pricing Program for $283,901.

Street Superintendent Joel Hansen explained the benefits of the new piece of equipment and noted it will require less maintenance than the one the department is currently using.

Also approved was a resolution authorizing the purchase of an S66 T4 Bobcat Skid Steer Loader from Bobcat in Norfolk at a cost of $15,565 (with trade) for the Parks and Rec Department.

Parks Director Lowell Heggemeyer shared information on what the bid included and how the equipment would be used.

Heggemeyer also requested permission to use a portion of the Keno funds currently available to update the "Welcome to Wayne" signs that are located on the south and east sides of Wayne. The cost for the landscaping portion of the project is $11,000. The city already has the signs in storage so there will be no additional costs.

In addition to the purchases, the council approved the final payments on the Wayne City Hall & Police Department Relocation Project and the Wayne Parks and Rec Maintenance Building.

A payment of $218,414.00 to Otte Construction Company, LLC was approved for the City Hall project.

Keith Moje with Otte Construction told the council the punch list items have been completed and that Otte Construction will "stand behind the work we did. We waited for final payment until everything was taken care of."

In conjunction with the payment, council approved the certificate of Substantial Completion on the project.

Also approved at the meeting was the final payment, in the amount of $67,032.00 to Otte Construction for the Wayne Parks and Rec Maintenance Building Project and the certificate of Substantial Completion for the project.

Council members did approve and extended warranty for the heated floor in the building. This will add four years of warranty to the original one year.

Council members took action to move forward with the sale of a 9,099.4 square foot piece of property on Claycomb Road.

Ivan Heise and Kris Loberg presented an offer of $4,000 for the property which is behind their home.

Council President Matt Eischeid, who ran the meeting in the absence of Mayor Jill Brodersen, said he was in favor of the sale, as Heise has been mowing the property for several years and "what use does the city have for it?"

Council members and City Attorney discussed the process of selling property and who would be responsible  for the costs associated with the sale. The city will retain an easement on the property.

In other action, council approved a request from First United Methodist Church to use the parking lot at the corner of East Sixth and Logan Streets for a "Trunk or Treat" event on Friday, Oct. 31.

Terri Buck, representing the church, explained the plan for use of the area and noted that for a number of years, the church had used the lot that is currently the City Hall parking lot.

She said she anticipates 10 or more trunks to be a part of the event, along with the Wayne Volunteer Fire Department.

Approval was given for the request with a time frame of 4 to 8 p.m. as the event runs from 5 to 7 p.m.

Named to the newly created Downtown Improvement Safety Committee were Casey Junck, Joel Hansen, Council members Parker Bolte and Brittany Webber, Mayor Jill Brodersen, Katelynn Broders, Tom Hansen and David Lindner.

The Wayne City Council will next meet in regular session on Monday, Oct. 20 at 5:30 p.m. in council chambers at 513 Main Street.
