ARPA grant funds tabled at Commissioner meeting

A short meeting greeted the Wayne County Commissioners, where they discussed ARPA funds and took action on several fund transfers.

They began with a Board of Equalization meeting and approved to designate State Printing Company as the printer for the LB644 postcards should they be sent out. If a school district requests over their asking price, based on a formula, the postcards will go to the residents of that district. The assessor's office plans to certify values in August.

The date for valuation protest hearing is set for July 18 at 10:30 a.m. 

Starting the regularly scheduled meeting, Commissioners voted to authorize Veterans Service Officer Yancey Keiser to issue checks on Soldiers and Sailors Checking Account. 

Sandra Hansen, disaster recovery specialist, then discussed Wayne County's approval of $125,000  in ARPA grant funds toward the Northeast Nebraska Public Health Department (NNPHD). 

Wayne had pledged these funds following the approval of the same amount of money from both Dixon and Cedar counties. Recently, Dixon approved $75,000. 

The NNPHD had the intention of purchasing the former Magic Wok building next door to better suit its needs. Those plans have not yet been confirmed, so the Commissioners have tabled the final total they wish to allocate until that time.

Commissioners also approved a revised contract with Hansen, now including a 10 percent cost ceiling for federally declared disasters. Those costs which go above the 10 percent ceiling will accrue separately, which rarely happens, Hansen said. 

Road Superintendent Mark Casey gave a short update including the upcoming approval of the moving of several houses near Wayne State College.

Three fund transfers passed:

A transfer of $7,160 from Miscellaneous Function to County Attorney Function to combat a fund shortage due to payroll costs;

A transfer of $4,100 from Miscellaneous Function to Veterans Service Office Function for the same reason;

A transfer of unused funds from County Road/Bridge to Snow Removal and Equipment fund for future expenses.

The Commissioners went into a executive session to discuss personnel by request of Clerk of District Court Deb Allemann-Dannelly.

Since the next meeting would fall on the July 4 holiday, the Commissioners decided to move the date to Thursday, July 6 at 9 a.m. in the Wayne County Courtroom.
