A man who has become almost an institution in Wayne, Norbert Brugger, will retire at the end of this month. Brugger, superintendent of the city's electrical generating plant, will complete 48 years and six months as a city employee at the end of September. That is a record length of service for city employees in Wayne and likely a record for city employees across the state. Brugger's retirement was officially announced Tuesday night during the city council meeting. Commented Brugger, "It's been achallenge, and I've enjoyed it.
